This year was completed twenty years of approval of this Brazilian legal framework, which instituted the Policy and the National System of Water Resources Management. This article rescues the concept of IMWR in the international literature, its references in Law 9433/97 and in the National Water Resources Plan. It also evaluates several laws and plans of intervening sectors, elaborated after the aproval of the National Plan of Water Resources, in 2006, regarding the references on the water question. Finally, it presents some results that point to the challenge of implementing the IWR guideline, under the aspect of interinstitutional integration within some of the federal government's sectoral policies.
